the secretary of administration shall transfer from the transportation fund an amount equal to $1,000,000,000 to any appropriation under section 20 of the statutes
	any member of the party holding the minority in the state senate during the 2007 fiscal year shall pay $1,000 per month to the party holding the majority in the state senate during that period
	any person operating an automobile in this state shall pay a fine of $50,000
