This search engine uses the text of 2007 LRB 1617 (pdf) which I reformatted to making parsing and searching easier. If you're really curious, you can download the reformatted file here.
The document contains 379,805 individual words contained in 44,228 lines over 1696 pages (not including the LRB analysis at the beginning). This gives us 6625 distinct words to use.
You can see the list of all the words and how many times they appear on this page. The more times a word appears in the budget document, the more likely it can be used to create your new 'law'.
If VetoMatic can't find your phrase, try synonyms of words you want as well as changing around the order in which you say something. With a little creativity, you can get it to find most anything.
